URBAN GOVERNANCE (2015-2018)

In order to ensure a citizen-oriented, participatory and transparent way of governing, TI-M in close cooperation with The Asia Foundation and the Open Society Forum implements the Urban Governance Program of the Swiss Development Cooperation. The focus in this endeavor is on strengthening local governance processes in Ulaanbaatar on both the supply and demand sides. The aim is to improve service delivery for disadvantaged groups, in particular for residents of ger areas, and to address social and spatial inequalities in service provision and investments. The whole project consists of five components:

  1. Participatory Budgeting 
  2. Service Delivery 
  3. Citizens' capacity strengthening 
  4. Government' capacity strengthening 
  5. Institutionalization of the capacity-strengthening programs 

Three aspects will be emphasized throughout the whole project: 

  1.  Innovative civic engagement 
  2. Multi-stakeholders dialogue; and 
  3. Social accountability 

The coordination of the whole project lies with The Asia Foundation, while TI-M assists the Public Administration Department of the Ulaanbaatar City Governor’s Office with the development of a tailor-made on-the-job capability-strengthening program. This capacity-strengthening program will be targeted in particular to “front-line” staff (kheseg leaders – outreach staff of the local government – and khoroo-based staff), as well as governors and khoroo khural presidium members. The development of the program is based on a needs-assessment among the government officials at city, district, and khoroo levels. The program will be implemented on a modular basis through trainings with the targeted officials. The focus will be on the following four modules:

  • Local government development and citizen participation 
  • Professional development and communication skills 
  • Project management 
  • Common understanding of law and regulatory issues 

Each module will cover specific capacity needs of officials on kheseg, khoroo, district and municipal level, including various topics such as: 

  • Rights and duties 
  • Role and responsibilities 
  • General knowlegde and skills such as 
  • Facilitating public meetings 
  • Explaining decision-making processes 
  • Reading and understanding budgets and financial plans 
  • Understanding e-governance and coaching citizens in using it.
